I've noticed quite of few of you asking about the different DLC Trion offers in-game. Here are some handwritten guides I created to address your questions.
Storm legion dlc
Storm Legion DLC Expansion Pack was offered in 2012, the first major and true expansion pack offered by Trion since the initial release. It was released with various items and things to go with the new worlds announced; Brevane and Dusken.
With the new lands, Trion included a level cap from 50 up to 60. This was the first time as well that anything seen in game had been that high of a level. With the new Level 60 Character cap, all previous Raid Gear, including Tier 1, Tier 2, and Tier 3 became vintage or even obsolete. Trion, however, introduced equipable capes, and anyone with a cape that had good stats had a major advantage over someone who didn't. Trion introduced new dungeons, artifacts, collectibles, mounts, achievements, pets, titles, puzzles, raids, and a new chronicle with the Storm Legion DLC. With the Storm Legion DLC being announced, Trion also included a new stronghold belonging to both Guardian and Defiant players.
New Souls were implemented into each of the callings; Harbinger, Tempest, Tactician, and Defiler.These new souls would dramatically change the customization of the current Callings, Roles, and overall game play. This also allowed players to change appearance with hairstyles, makeup, and markings.
With all the new content being introduced, Trion also added new content designed to suit an entirely different type of player: Dimensions. Dimensions gave players the option to create a place that is usually found somewhere within Telara, but completely separated from the rest of the world. Players could invite others, place items, practice raid / dungeon DPS and HPS builds on dummies within their own dimensions. Each dimension could be unique, as each item within (besides the environment) would be placed, rotated, sized, and finely tuned by the player individually.
Trion also introduced increasingly challenging planar bosses. With these planar bosses they also implemented Colossi, which can interact and ravage the surrounding environment.
BUYING STORM LEGION DLC:
Storm Legion DLC can be purchased currently at $29.99. New Souls (as mentioned above) A Brevanic Portal Generator (Instant Travel) Mini Regulos Pet
This DLC is recommended for players who want the souls mentioned above, and a Brevanic Portal Generator.

Nightmare tide DLC
The Nightmare Tide DLC Expansion Pack was offered in 2014, two years after Storm Legion, four years after the initial release and was the second out of 3 known expansion packs. The new land that contained many zones was: The Plane Touched Wilds.
Edit: Nightmare Tide was release, and only the players who purchased Nightmare Tide DLC received the additional benefits, like the Planewalker : Water gear, and Earing Slots. These items are now available for purchase, however, were originally only available to one who purchased the DLC. The new zones introduced and other content were all available for non-purchasing players, however. The only problem was, any players doing dungeons may not have been able to equip items from the Plane of Water, as they needed the Planewalker: Water status.
Nightmare Tide added a new level cap: 65. Nightmare Tide implemented new and unique zones unseen by Rift players. These different zones included Tyrant’s Throne, and three separate continents linked together called the Plane of Water, probably the most unique zone ever seen by the people of Telara. Several areas of the Plane of Water are extremely unique in the idea that walls of water and air collide causing you to be able to walk on land, and jump into a wall of water and begin to swim. The same works backwards, you can swim in the water and jump onto the dry ground through the water. With these new zones and areas, Trion made it so players are able to jump at a much higher rate than in Mathosia, or Brevane and Dusken.
Trion implemented highly coveted features like new Souls; Oracle, Arbiter, Liberator, and Physician. These souls added even more flexibility and customization to players in Rift. With even more possible Roles in each Calling, players could do almost anything. Warriors could heal, Clerics could tank.
Trion busted out another highly desired thing for players, slots. New slots for Earrings were introduced, and could only be obtained if you purchased Nightmare Tide, however, they are now able to be purchased with Infinity Stone x50,000. This is the same with the Planewalker: Water. These are special items in dungeons marked as such, and cannot be worn by players unless they purchase or unlock the Planewalker status. The other slot players wanted really bad, was the Nightmare Tide Bag Slot, this slot added an extra slot for players to use in their daily activities just like the rest of the Bag Slots. This now means players could have 8 Bag Slots, and the largest bag known is 40 Slots. This results in a POTENTIAL 320 Inventory Slots.
With this new gear, Trion also included Nightmare Black Dye.This dye is slightly, but not much, darker than Exceptionally Black Dye. This item, however, was never available for purchase by credits, and had to come with the Nightmare Tide DLC.

planetouched wilds
Planetouched Wilds is the most recent release from Trion to Rift. This is not an expansion pack, but a release and a buffer to keep players entertained before the third known release: Starfall Prophecy.
The Planetouched Wilds are located in the South East corner of Mathosia, and is the highest level zone located on the continent of Mathosia. This shows it was especially a release, as it accessible to all players on Mathosia, not discluded from it as an expansion pack.
Planetouched Wilds is an interesting zone, with all new Artifact collections including: Poison, Burning, and Nightmare Artifacts. These collections were obtainable by starting with regular Artifacts or using vials. The regular Artifacts have a chance to grant 15 minutes Poison Artifact Vision, which causes damage over time. When finding Poison Artifacts, there is a chance it will grant 10 minutes of Burning Artifact Vision, which causes more damage that stacks with Poison. Then, when finding Burning Artifacts, there is a chance it will grant 5 minutes of Nightmare Artifact Vision. When all three are enabled at the same time, by working up through the 3 ranks of Artifacts, or by collecting an extremely rare Artifact that triggers the Nightmare Artifact Vision, damage every few seconds by all three can equate to 5,500HP. This makes searching for them quite difficult if you cannot heal yourself.
With Planetouched Wilds, Wardrobe Skins, and Weapon Skins have emerged.
Planetouched Wilds does not have any Instances, but has Woe: A City of unsavory behavior and outright criminality, Jad: Fishers of the skies, who provide all the services they need, and Khort: Mystics, duelists, apothecaries, involving their God-like ancestors.
Planetouched Wilds also includes special canyons that require a long trek through devastating foes, and various terrains. Trion invented a new power, which helps players jump out of the Canyons, and return to the normal elevations of Planetouched Wilds.
Planetouched Wilds also included the Primalist Calling, balancing between Fury and Cunning abilities to heal, tank, or devastate their foes with powerful abilities.

Starfall Prophecy
The Starfall Prophecy is the third out of 3 known Rift Expansion Packs, released two years after Nightmare Tide, four years after Storm Legion, and six years after initial release.
Starfall Prophecy will be the third Rift Expansion Pack to increase the Character Level Cap. The level will be 70.
It is believed anyone who does not purchase the Starfall Prophecy Standard Edition, or the Starfall Deluxe Edition, will not have access to the new Character Level Cap, new Dungeons and Raids, new Equipment and Weapons, new Continent and Zones, and collection of Artifacts for a set amount of time after the release of the Starfall Prophecy Expansion Pack.
Starfall Prophecy will include five new zones on the Comet of Ahnket. According to the lore of Telara, the Comet of Ahnket is tearing pieces of the Plane it passes through, and assimilates them as it grows in mass. Marshes, Forests, Deserts, and Volcanic Wastes have all merged together under the Tower of Ankhet, which has created entirely new world of beauty and danger. Defiants and Guardians must unite to prevent the comet from swallowing Telara.
New challenges of Dungeons, Raids, Planar Assault, Adventures, and Fortress Sieges will be introduced into Rift. Trion has also implemented a new feature: Looking for Raid. New individual reward systems will also change the way rewards are granted within Rift.
Starfall Prophecy is the first expansion in the history of Rift to introduce a 64bit architecture, allowing for more detail, a higher adressing of RAM, and a better game over all.
Starfall is also introducing new features that are unprecedented in the world of Telara, these items are; Planar Fragments, which can help to upgrade stats on gear, new item rarity: Eternal, found from Telara’s greatest threats, Active Upgrades, which let you upgrade gear by completing heroic feats and challenges.

Faq
Q: Why do they increase the level cap?
A: If Trion just added new dungeons and raids but did not increase the level, players who were Tier 3 Equipped would have a major advantage over players who did not. This causes a ‘forced reset’, where all players will now need to meet level 70 and obtain all new gear to to be fully equipped. This does two things further, gives well experienced players who have ‘done everything’ new content that takes LONGER to get, and gives players who are just joining, or returning players a chance to work through the raids with people who are in the same state they are.
Q: What DLCs Should I buy?
A: Buy the newest DLC so you can play to the top and experience new content like everyone else, after you purchased the newest DLC, then focus on whether you need the older DLCs. This helps you refrain from making an impulse buy, spending too much money, or realizing the new content actually replaces or compensates for features of older DLC.
Q: What happens if I don’t buy the newest DLC?
A: Players believe and say, “You will not be able to partake in any of the new content, level cap increases, gear, or map areas. You will HAVE to buy it to play it, or wait a very long time until the map zones are unlocked for standard players. By then, if you don’t have the new gear and items, Rifters will consider you ultra-under-equipped and poke fun out you.” Agreeing with this statement, if you like Rift, support Trion, and buy the new DLC, and enjoy the game!
